This is way too confusing! Are guests allowed to smoke here or are they not? Ashtrays are usually provided in places where one can smoke. Why would it be there in the first place if this was a non-smoking area? Maybe they just overlooked this minor detail.

Perhaps they were only trying to confuse their guests into quitting the terrible habit. No one will be able to focus on their cigarette if they are figuring out what this means.

Many hotels like to advertise about the great views that guests can enjoy from their rooms. We don’t know if there was ever a window here, but the curtains are still useless. Why is it even there?!

If this happens to you, the best thing to do is to simply laugh about it and focus on your vacation. Of course, it would be perfectly reasonable to ask for another room. Honestly, however, this is nothing we can’t handle if it meant we would get a good discount for it.
