When determining how many submarines the U.S. Navy would need to purchase, studies had to be done to figure out how the maintenance schedule of each submarine would affect the boat’s availability to be deployed on a mission. Additionally, they needed to find out how many missiles were required to be at sea and at the station at any given time. To cut down on costs, studies were done exploring all kinds of design and construction possibilities.

Some options were explored, such as the possibility of adding missile tubes to the Virginia-class attack submarine or building Ohio-class submarines using updated Ohio-class designs before they decided to develop an entirely new Ohio replacement submarine design. After these possibilities were researched, it was concluded that a new design would be the least expensive solution that would meet all the technical requirements the Navy had.
